Httpd.exe process utilizes 100% CPU | Symantec

After upgrading a Symantec Endpoint Protection Manager (SEPM) from 11.x to 12.1, the httpd.exe process utilizes 100% of the CPU making the computer unusable.  This occurs when the 12.1 SEPM is managing Symantec Endpoint Protection (SEP) 11.x clients.
