MySQL service uses over 400MB of RAM

When you first install and run XAMPP you will notice the MySQL service can instantly takes up about 400mb, this is a huge amount of RAM. This issue can easily be fixed.

I recently installed xampp 1.8.3-2. But there is a quirk, the mysql service is using high memory usage (400MB above). There is no active queries. Rhis is how to fix it.
