So I was working away on my computer when all of a sudden everything slowed to a crawl and when I checked my system resource monitor this file was using 100 percent of my cpu. After I rebooted I discovered that it was still using 25 percent of my cpu. From internet searches I discovered that this seems to be associated with intels rapid storage technology. What does this do? Will a reinstall of this stop it from being such a resource hog. Can I just get rid of it?

Disabling the service is a work around to the symptons and not a cure for the problem.
The increased CPU usage is because there is a SATA setting mismatch between the BIOS and the Intel drivers. In my case the BIOS was set to IDE Emulation while the Intel drivers are trying to use AHCI. In previous versions of the Intel drivers this would cause a BSOD at boot and you would never make it to Windows.
So get into your BIOS and check how SATA is operating. Keep in mind if you change an option in the BIOS and it creates a BSOD while booting then go back into the BIOS and try a different option or change it back.
