System Interrupt / Deferred Procedure Calls (DPC) causing High CPU.
I found that the cause of my High CPU usage caused by the DFC was due to my Ethernet Card. I could instantly reduce the CPU usage by disabling the card. If you boot Windows 10 from fresh you do not suffer High CPU caused by your ethernet card it only becomes a problem when you resume from hibernate. Likely hardware is USB and network devices.
Finding the Cause
Using the instructions on the DFC latency checker program which does not work in win8+:
I monitored the Deferred Procedure service/process whilst i disabled individual drivers to see which made a difference and therefore when the CPU usage drops i found the culprit.
Obviously after each disablement, wait a few minutes just to be sure. I would also disable in groups ie networks, it will make the whole thing quicker.
